That Council rescinds the resolution relating to the Environmental Planning Authority matter discussed at the Council Meeting of 28 October 2015.
A copy of the resolution proposed to be rescinded is shown below:
That:
1. Council receive the verbal report delivered by the CEO and the Audit report referred to in the CEO’s verbal update be circulated to Councillors under confidential cover.
2. A process be developed so that Councillors are kept informed of sensitive issues.

Executive Summary
Management has assessed six Fit For The Future (FFTF) response options to submit to Premier and Cabinet by 18 November 2015. Only one option can be submitted and supporting commentary is limited to only 50 words. Options 3 and 4 were discussed with Fairfield City Council (Fairfield).
That Council:
1. Receives and notes the six Fit For The Future options currently being assessed and
2. Authorise the CEO to submit by 18 November 2015 via the Premier and Cabinet portal, Council’s Fit For The Future (FFTF) response as per Option 4 within the report of “No Amalgamation + Joint Operation (JO) with Fairfield + Boundary Change”.

REPORT
As per resolution CFO 06 Fit For the Future - 28 October 2015, Management has assessed six Fit For The Future (FFTF) response options to submit to Premier and Cabinet by 18 November 2015. Only one option can be submitted and the option commentary below would have to be amended as only 50 words can be submitted. Options 3 and 4 were discussed with Fairfield City Council (Fairfield).
Option 1 - IPART Submission
Council proposes not to amalgamate with any council or engage in any Joint Operation (JO). This option is consistent with the 30 June 2015 IPART submission. Management believe the IPART statement “Our analysis suggests the council does not have sufficient size to effectively manage the high growth corridor in south western Sydney.” is flawed as Camden Council was assessed as “Fit” although it is also located in the south west growth corridor and is currently significantly smaller than Liverpool City Council and is projected to remain smaller in the foreseeable future.
Option 2 - IPART Submission + Boundary Change
Council proposes not to amalgamate with any council or engage in any Joint Operation (JO), however requests a boundary change to extend Liverpool’s LGA border within the Camden LGA that is bordered by the Nepean River to the west, Cobbitty Road to the south and Camden Valley Way to the east. The boundary change is highlighted in Appendix 1.
Option 3 – No Amalgamation + JO with Fairfield
Council proposes not to amalgamate with any council but engages in a JO with Fairfield for the majority of back office services. Once the JO is well established, the two founding councils will invite other south west councils to join the JO.
Option 4 – No Amalgamation + JO with Fairfield + Boundary Change
Council proposes not to amalgamate with any council but engages in a JO with Fairfield City Council for the majority of back office services. Once the JO is well established, the two founding councils will invite other south west councils to join the JO. Council will also request a boundary change to extend Liverpool’s LGA border within the Camden LGA that is bordered by the Nepean River to the west, Cobbitty Road to the south and Camden Valley Way to the east. The boundary change is highlighted in Appendix 1.
Option 5 – Amalgamation with Camden
Council submits an amalgamation proposal with Camden and does not engage in any JO.
Option 6 – Amalgamation with Camden + JO with Fairfield
Council submits an amalgamation proposal with Camden and engages in a JO with Fairfield.
