Executive Summary

 

This report relates to item DPG 02 on the Agenda for the Ordinary Council Meeting scheduled for 28 June 2017, and presents an updated draft Voluntary Planning Agreement that is intended to replace Attachment 2 of that report.

 

 

RECOMMENDATION

 

That Council consider this report and attached draft Voluntary Planning Agreement in company with item DPG 02.

 

REPORT

 

Item DPG 02 on the Agenda for the Ordinary Council Meeting scheduled for 28 June 2017 includes a draft proposed Voluntary Planning Agreement.

 

In that report, staff observed (at page 77) as follows:

 

Whilst the substance of the proposed VPA works and contributions are agreed between the parties in principle, please note that at the time of drafting this report, technical elements of the Draft VPA and schedules (Attachment 2) were still undergoing legal review.  Furthermore, quantity-surveyed values for some works and contributions remained under review and were expected to change.  As such, staff expect to be in a position to provide Council and the public with a revised draft VPA for review as an addendum, prior to the Council meeting on 28 June 2017.

 

Since the finalisation of report DPG 02, further revisions have been made to the proposed VPA.  The revised version, incorporating these changes, is included as Attachment 1 to this report and is intended to substitute for Attachment 2 of report DPG 02.

 

The changes are largely minor, and include:

 

1.   Changes to some of the item values in Schedule 3 (following updated quantity surveys);

2.   A minor change requiring the local traffic infrastructure contribution to be made prior to the issue of a construction certificate (rather than at the occupation stage).

 

Certain other drafting and logistical changes have been made, but there has been no change to the substance of the public benefit offer.

 

The recommendation of staff in relation to this matter remains as outlined in report DPG 02.

 

CONSIDERATIONS

 

Economic and Financial

Further develop a commercial centre that accommodates a variety of employment opportunities.

Deliver and maintain a range of transport related infrastructure such as footpaths, bus shelters and bikeways.

Deliver a high quality local road system including provision and maintenance of infrastructure and management of traffic issues.

Facilitate the development of new tourism based on local attractions, culture and creative industries.

Environmental and Sustainability

Manage the environmental health of waterways.

Manage air, water, noise and chemical pollution.

Enhance the environmental performance of buildings and homes.

Promote an integrated and user friendly public transport service.

Support the delivery of a range of transport options.


Social and Cultural

Preserve and maintain heritage, both landscape and cultural as urban development takes place.

Regulate for a mix of housing types that responds to different population groups such as young families and older people.

Deliver high quality services for children and their families.


Civic Leadership and Governance

Act as an environmental leader in the community.

Undertake communication practices with the community and stakeholders across a range of media.

Encourage the community to engage in Council initiatives and actions.

Provide information about Council’s services, roles and decision making processes.

Operate a well developed governance system that demonstrates accountability, transparency and ethical conduct.
