 Executive Summary

 

This report proposes to place the draft 2013-2017 Delivery Program and 2014-2015 Operational Plan on public exhibition to allow for public comments and submissions.

 

Section 404 and 405 of the Local Government Act 1993 requires Council to review its Delivery Program and adopt its annual Operational Plan by 30 June each year. The plan must be exhibited for public comment and submissions for at least 28 days.

 

The 2013-2017 Delivery Program is a statement of commitment to the community from each newly elected council. It outlines Council’s response to the Community Strategic Plan, how it will contribute to achieving these goals during its term of office and what its priorities will be. The 2014-2015 Operational Plan and Budget is an annual plan. It focuses on the specific actions which will be undertaken for each of the Delivery Program principal activities and corresponding annual budget.

 

For improved integration, the 2013-2017 Delivery Program and 2014-2015 Operational Plan have been incorporated into one document. The draft documents are attached to this report under separate cover.

 

RECOMMENDATION

 

That Council:

 

1.   Places the draft Delivery Program and Operational Plan including the draft 2014/15  Budget and Revenue Pricing Policy (Schedule of Fees and Charges) on public exhibition for a period of 28 days to allow for public comments and submissions.

 

2.   Receives a further report after a review of public submissions at its meeting scheduled to be held on Wednesday 25 June 2014.

 

REPORT

 

Draft 2013-17 Delivery Program and 2014-15 Operational Plan and Budget

 

The Delivery Program documents all of the principal activities which Council will be delivering during its term of office. It is Council’s commitment to the community and outlines how it will contribute to achieving the strategies listed in the Community Strategic Plan. The Delivery Program addresses all of Council’s operations and allocates high level responsibilities for each activity.

 

The draft 2014-15 Operational Plan outlines the specific actions which Council will deliver as well as the draft budget for the 2014-15 financial year and Statement of Revenue Policy (Fees and Charges).

 

For improved integration and functionality, the 2013-17 Delivery Program and draft 2014-15 Operational Plan have been included in the same document. It includes the following:

 

·    Council's principal activities over four years:

·    Performance measures to determine effectiveness;

·    2014-15 actions;

·    2014-15 draft budget;

·    2014-15 proposed capital works program; and

·    2014-15 draft revenue pricing policy (proposed rates, fees and charges).

 

Draft Budget

 

Council at its meeting held 5 February 2014 resolved to apply to the Independent Pricing and Regulatory Tribunal (IPART) for the continuation of the previously approved nine per cent special rate variation (SRV) which expires on 30 June 2014.  As the IPART application is yet to be determined, two budgets have been prepared for exhibition; Option1 which includes the nine per cent SRV and Option 2 which shows a reduction in council’s rate revenue and expenditure.

 

Liverpool is an emerging regional city on the cusp of significant growth and transformation.  To alleviate the increased pressure on and demand for services associated with this growth, provision has been made in the draft budget for additional human resources to ensure customer service standards are maintained.

 

Capital Works

 

Council has committed $86.9m to capital works in Option 1 and $80.2m in Option 2; details of works to be undertaken are available in the full document provided under separate cover.

 

Proposed major works include:

 

·    Carnes Hill Recreation and Community Centre

·    Kurrajong Road Extension – Kookaburra to Sarah Holland Drive

·    CBD Trunk Drainage – Elizabeth St, George St to College St

·    Amalfi Park Detention Basin

·    Playground Replacement

·    Road Works

o Devonshire Road, Rossmore

o Maxwells Avenue, Sadleir

o Wilson Road, Hinchinbrook

 

Consultation during the exhibition period

 

The draft Delivery Program and Operational Plan and Budget will be available to residents to seek their input through the following methods:

 

·    Hard copies will be available at various locations during the public exhibition period including Council’s Customer Service Centre and all libraries;

·    Presentations will be made at Community Forum meetings;

·    The document will be placed on Council’s website at www.liverpool.nsw.gov.au;

·    Public notices will be placed in local papers;

·    Information will be posted on Council’s social networking sites.

Council will consider all submissions and comments at its June Council meeting with a recommendation that the Draft Delivery Program and Operational Plan including the draft 2014-15 budget, proposed 2014-15 capital works program and the draft 2014-15 revenue pricing policy (proposed rates, fees and charges) be adopted.

Council intends to enter into a contract with a suitably experienced and competent contractor to carry out Public Lighting Works along sections of Bernera and Kurrajong Roads, Prestons.

 

There has been no contract in place previously for these works. Council has invited tenders and the report recommends that the contract be awarded to the preferred tenderer as outlined in the confidential report.

 

RECOMMENDATION

 

That Council:

 

1.   Adopts the recommendation put forward in the confidential report provided under separate cover.

 

2.   Keeps confidential the details supplied under separate cover containing information on the submissions received, pursuant to the provisions of Section 10A(2)(d)(i) of the Local Government Act 1993 as it contains commercial information of a confidential nature that would if disclosed, prejudice the commercial position of the person who supplied it.

 

REPORT

 

Bernera Road between Camden Valley Way and Kurrajong Road and Kurrajong Road between Bernera Road and Kookaburra Road in Prestons are major sub-arterial regional roads that provide primary access to major commercial, industrial and residential areas within Prestons.

Council has identified the need for road widening along Bernera Road from a two lane rural road to a four lane urban road including reconstruction to support current and future developments in the local area including Prestons, Carnes Hill, Edmondson Park and Horningsea Park.

 

A majority of the required widening and reconstruction of the section of the relevant sections of Bernera Road and Kurrajong Road have been completed to date. Tenders were invited for a lump sum contract to carry out public lighting works along these roads.

 

The tender process was carried out in accordance with Council’s Procurement Policy and Procedures.

 

Lump sum tenders were invited publicly through the Sydney Morning Herald on 25 February 2014, the Liverpool Leader and South West Advertiser on 26 February 2014 and Council’s eTendering portal on 19 February 2014.

 

Tenders closed at 3:00pm on 21 March 2014 with submissions received from the following companies:

REPORT

 

Council’s Master Plan for the Hoxton Park Release Area has identified the need for culvert crossings at various locations within the precinct including sections along Pacific Palms Circuit.

Pacific Palms Circuit is a collector road within the Hoxton Park residential precinct and will ultimately provide an important road link in the local area. The eastern section of the street has been constructed between Glen Innes Road and Nineteenth Avenue. However, there is a missing section across Cabramatta Creek near Malek Fahd Islamic School. A section of Pacific Palms Circuit crosses a tributary of Cabramatta Creek, hence an appropriate bridge structure is required.

The tender process was carried out in accordance with Council’s Procurement Policy and Procedures.

Lump sum tenders were invited publicly via The Sydney Morning Herald on 25 February 2014, the Liverpool Leader and South West Advertiser on 5 March 2014 and were made available on the Council’s eTendering portal https://www.tenderlink.com/liverpoolcity from 24 February 2014.
